DESCRIPTION:
Under general direction, provides financial analysis, financial planning and negotiations support and administers the accounting functions for Sound Transit fare revenue and shared regional revenue; provides assistance and coordination with other Treasury related tasks; assists with special projects as assigned.
EXAMPLES OF DUTIES:

Provides financial trend analysis, forecasting and planning for Sound Transit fare revenue and shared regional revenue in support of contract negotiations, including historic utilization analysis and calculations for contract renewal; monitors fulfillment of contractual obligations.
Provides financial analysis to internal clients and senior management on Revenue matters, identifies revenue optimization opportunities and presents recommendations to support fare policy, system expansion and enhancement decisions; updates monthly revenue analysis and reconciles modal allocations to ensure adherence to adopted allocation rules; prepares quarterly revenue reports for Executive leadership and the Board: performs variance analysis and develops recommendations on corrective action plans.
Assists in the development and monitoring of department managed budgets.
Prepares account reconciliations for accounts related to revenue and other inter-agency receivables and payables; investigates and clears reconciling items; reviews and posts journal entries and account reconciliations done by others; prepares, monitors, and tracks budget and variance functions for the ORCA pass card regional operating budget.
Works with policy manager and participates in the negotiation of Sound Transits pricing for all business Passport accounts. Maintains analysis, tracking and reconciliation of all business passport accounts.
Provides support to the Treasurer on matters as directed; serves as back up for other Treasury staff on daily operations such as preparing or reviewing cash, releasing wires, preparing deposits, entering or posting cash data to general ledger (GL); understands and keeps abreast of industry trends, ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
TYPICAL QUALIFICATIONS:
Education and Experience:
Bachelors Degree in finance, accounting, business administration, public administration or closely related field and five years of professional experience in assigned area, which includes responsibility for government accounting and cash management functions for a medium to large organization; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
None.
Required Knowledge of:
Operational characteristics, services, and activities of a treasury division and associated fiscal functions.
Accounting theory, principles, and practices.
Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board pronouncements (GASB) principles and government regulations.
Cash management and banking industry and services available to large corporate accounts.
Understanding sales and ridership data, fee statements, and contract rates.
Applications of electronic data processing and analysis including investment software.
Pertinent state and federal regulations; Agency policies, procedures, rules and regulations.
External and management reporting requirements.
Program/project management techniques and principles.
Principles and practices of financial analysis, governmental budget preparation and administration.
Report preparation.
Modern office procedures, methods, and equipment including computers.
Computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in:
Utilizing personal computer software programs and other relevant investment management software affecting assigned work and in compiling and preparing spreadsheets.
Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
Interpreting various financial/fiscal reports, bank statements, journal entries, and ledgers sufficient to prepare reports, resolve issues/problems, or explain entries.
Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
Preparing and analyzing complex data and numerical computations and comprehensive reports.
Maintaining confidentiality and communicating with tact and diplomacy.
Administering the programs and services of an identified functional area within the Department, including leading and delegating tasks and authority.
Responding to inquiries and in effective oral and written communication
Researching, analyzing, and evaluating new service delivery methods and techniques.
Applying project management techniques and principles.

Work is performed in a standard office environment.
