Position Overview
We are seeking an experienced IT Logistics and Software Asset Management Specialist to support PCTE-OG. This position supports the management, accountability, procurement, licensing, and availability of hardware and software used within cyber range environments.
The ideal candidate has experience supporting military logistics operations and understands the processes associated with IT asset management, purchasing, inventory accountability, vendor coordination, and software licensing.
This role requires someone who is organized, proactive, comfortable working with technical and operational stakeholders, and able to manage multiple requirements with limited supervision.
Responsibilities
- IT Asset & Lifecycle Management: Manage the end-to-end lifecycle of hardware and software requests—from initiation and approval to procurement, delivery, and accountability. Conduct physical and system-based inventories, reconcile discrepancies, and maintain accurate records using applicable government logistics systems.
- Software Licensing & Compliance: Administer software license agreements supporting cyber range environments. Track usage to ensure compliance, prevent violations, and clearly communicate licensing requirements, procedures, and restrictions to stakeholders.
- Procurement & Vendor Management: Drive IT purchasing and procurement activities. Develop cost estimates, budget inputs, and procurement forecasts. Coordinate with vendors to monitor performance, responsiveness, and potential impacts to program operations.
- Documentation & Reporting: Develop and maintain technical logistics documentation, procedures, and program materials. Create briefings, dashboards, and metrics to report on inventory status, asset availability, and licensing compliance.
- Stakeholder Coordination & Problem Solving: Serve as the primary administrative and technical support for customer inquiries. Work independently to resolve complex logistics, licensing, and asset-management issues, coordinating seamlessly with technical teams, program leadership, and government stakeholders.
- General Support: Perform additional property accountability and IT logistics duties as required.
Required Experience/Qualifications
- Bachelor's degree in Information Technology, Computer Science, Systems Engineering, Software Engineering, or a related technical discipline.
- 7+ years of logistics experience supporting a military or Department of Defense (DoD) program.
- 3+ years of purchasing, procurement, or acquisition support experience within a military or DoD environment.
- Demonstrated expertise in IT asset management, hardware/software accountability, inventory management, and logistics tracking.
- Strong proficiency with Microsoft Office (particularly Excel and PowerPoint) to analyze data and develop professional reports, metrics, and briefings.
- Exceptional organizational, communication, and customer-service skills. Proven ability to prioritize multiple projects, resolve complex issues with limited supervision, and collaborate effectively across technical, operational, and government teams.
Experience with IT asset management, hardware/software accountability, inventory management, logistics tracking, or related activities.
Experience supporting military logistics operations, processes, or staff functions.
Strong proficiency with Microsoft Office, particularly Excel and PowerPoint.
Ability to develop and present reports, metrics, briefings, and status information.
Strong organizational skills with the ability to prioritize multiple tasks, projects, and customer requirements.
Ability to work independently and resolve complex issues with limited supervision.
Strong communication and customer-service skills with the ability to work effectively across technical, operational, government, and contractor teams.
Current DoD-recognized cybersecurity certification meeting applicable IAT Level II requirements, such as Security+, CCNA Security, CISSP, or an equivalent qualifying certification.
Preferred Experience/Qualifications
- Experience supporting Army or Joint logistics organizations (e.g., S4, G4, or J4 environments).
- Familiarity with Army Computer Hardware, Enterprise Software and Solutions (CHESS).
- Direct experience managing software asset-management programs and IT inventories within cyber range, training, or exercise environments.
- Advanced experience in developing budgets, cost estimates, and procurement forecasts for government IT assets.
- In-depth knowledge of government property accountability, purchasing, and IT procurement processes.
Special Requirements/Security Clearance
Please note that pursuant to a Government contract, this specific position requires U. S. Citizenship status and a TS/SCI security clearance with the ability to successfully pass a CI polygraph if requested. Security Clearance requirements will be specified in the Government's Task Order.
Occasional travel may be required up to 10% of the time.

Salary Range
Based on the roles, responsibilities, and requirements, the projected pay range for this position is: $125,000 - $140,000.
The annual base salary provided is a guideline for this position and is not a guarantee of compensation or salary. When extending an offer, CESI also considers other variables such as (but not limited to) work experience, education, training, skill set, internal peer equity, clearance level, and market conditions.
